Town Board sits and waits for village letter

In a proverbial boxing match, the NorthEast Town Board took another jab at the Village of Millerton Board, as they agreed to use one of the two applications for Community Development Block Grants administered through the Dutchess County Department of Planning and Development, for the community affordable housing project.

Last week, at the Village Board meeting, trustees agreed to present the county a letter of support for the project. Support of the village is so crucial because it controls the zoning, and thus the life or death of the project.
Members of the Town Board did not appreciate that the letter from the village had not yet been received.
"I don't want words," said Councilman Sanford Kaplan. "If they were so excited about it they would have it in writing. In this day and age, word of mouth is nothing."
"The letter should have been here," added Councilman Richard Reed. "It wouldn't have taken much to do that."
Town Supervisor David Sherman has faith that the village will come through when and if the time for zoning comes up. "There is no question we are going to have a letter from them," he said. "They gave us the agreement in good faith."
"We were never given a timetable on the letter," said village Mayor Michael Cawley. "Nobody told us when they needed it. We gave them our approval but it is a question what has to be in the letter."
Under the current zoning code, the housing project is limited to an eight-unit facility. For the project to be developed, the housing committee would need around 23-units.
The deadline for applications to be into the county is Sept. 20. If the village, has not submitted the letter to the town board by that date, they will change the grant proposal. Currently, of the $150,000 allowed, $110,00 of that allotment will go toward this project.
"I'm sick and tired of bickering over little things," said Councilman David McGhee. "If they said they are going to do it, then they will. It's in their minutes."
Further improvements to the Millerton Library would benefit from the second grant application for $60,000. There is no guarantee that the county will select either, but affordable housing is tops on their priority list for community development.

Public hearing set for Stewart's
A public hearing will be held Oct. 9 at 8 p.m. to discuss a proposal for a Stewart's Shop in the Village of Millerton. Supervisor David Sherman was against the hearing. He said that many of the zoning issues were not yet addressed. Therefore, he said, it was not far enough along to hold that type of forum.
Sherman was outvoted 3-1, as councilman Carl Stahovev, Richard Reed and Kaplan all voted in favor. McGhee left the meeting early, and was not present for the vote.

Kaplan vs. Sherman, round two
Most folks in the area know that Kaplan and Sherman do not like each other. In fact, tension has become so thick at the meeting since Sherman edged out Kaplan in the primary by 15 votes, you could cut it with a knife.
When Sherman seemed to bring up zoning issues about Stewart's, the two men had some choice words for each other. Kaplan blames zoning trouble on the former planing board, that Sherman sat on over 10 years ago.
"When the board put this in place they thought they did such a good thing," said Kaplan. "Maybe they didn't do such a great job."
"You're comments are out of line," replied Sherman.
"Everything is out of line with you David," Kaplan fired back.
The supervisor ended the tussle by telling Kaplan, "If you want to fight, go out in the hall and fight yourself."
